Can you use debt consolidation companies to pay off fines?

-What do debt consolidation loans cover? I have a friend who owes over 拢15000 in debt and is looking to reduce his monthly payments. He owes a large portion of this amount to the HMRC due to a tax overpayment and also a few fines that have had major interest charges added. I have done a quick internet search but I cant seem to find what these companies terms are. If anyone has any advice or knows of any other options it would be greatly appreciated.



Note: The government debts and fines are approx 80% of his total amount owed.Well, if he can get a consolidation loan he can use it for whatever he likes..but his credit report is likely to be unsatisfactory as there is an attachment of earnings...tell him to look at the forum on moneysavingexpert.com and to ask this question there...they have a lot of financial experts answering questions and they may be able to advise.Why on earth would he do that?? He needs to pay it off, not extend it. Tell him to cu his expenses back, increase his income, find a few extra jobs, and PAY THE DEBTS OFF.
